You must complete all these quests before you can actually get Frederico.
Tthe final battle takes place in Ghostdom. Keep everything you recieved from the previous quests, you'll need the key and star pendent to get to the bridge. There, you'll need to have the Decree from Barnya for the guards to let you in. Around this point, you'll get a message saying that Niss will leave you if you go on.
Frederico will then spilt into 5 forms, one of each element, and two waters. The only real effective pet here would be Roca, all other pets deal around 1 dmg to him. This quest also has a two hour time limit.
Fire, Level 152, 57500 HP
Wind, Level 148, 47500 HP
Earth, Level 145, 41400 HP
2 Waters, Levels 144, 43600 HP
After you defeat him, he knocks you out with a Blowout, and Roca prepares to deal the finishing blow. Niss steps in and takes the hit before it reaches her brother, then dies in his arms. Fred joins you right after this and you recieve a 20 % EXP capsule.
