You walk into the first door from the top on the right side of the temple and it triggers the quest.
A father is fighting with his daughter to not go help the beast. She runs off, of course, you have to go save her.
Go out of town and go in the cave at X:600 Y: 310 (top of the map), take the north path downstairs and follow the tunnel around. You'll come to a dead end where she is standing over Baird. She asks you to get 10 bottles of Fresh Water for him. (It is made with Water Desalinator, 1x Sea Water = 1x Fresh Water) You give him the water and he turns to a 2-headed snake. You fight.
